Billie Lee is a smart and lively girl who lives with her strange family on the street of Fish House. His father is an African American who carves tree trunks and turns them into sculptures. Billy's mother is white. She sews African robes and sells them at the African Boutique. Billy loves his parents, his two brothers, and his best friend Utris very much. They live next to a swamp under an elevated highway in New Jersey. Then Billy's white cousin Celia comes in and changes everything. One night, Billy goes to Celia's luxurious house in the suburbs to sleep and a sea of questions arises. How can Billy be both black and white? How to convince Utris that Billy did not betray her in friendship? How will Billy solve the mysterious mystery of a man named Neighbor when these kids attend a summer barbecue party on Fish House Street? Earlier, the neighbor had buried something strange and possibly dangerous by the canal. The answer to these questions leads Billy to a challenge that he could not even think of before.
