Keitay was born in 1932 in Cleveland, Ohio. While traveling as a simple sailor on merchant ships, he received his first training and then served in the US Army in Europe (1956-58). Keitay enrolled at the Ruskin School of Art and, having proved himself as an experienced student, transferred to the Royal College of Art in London in 1959. There he became the unofficial leader of a group of highly gifted art students, a group that included the likes of David Hockney, Alan Jones, and Patrick Colefield, who became known as the "Pop" generation.
