A sad, anonymous engineer-turned-criminal is immersed in chemicals that strangely disfigure his face and drive him insane, thus giving birth to the Joker. While the crazed criminal is incarcerated, Batman and Batgirl (Barbara Gordon) patrol Gotham City together, taking down agents like Maxi Zeus, the crime boss. At the same time, Detective Harvey Bullock works with Commissioner James Gordon to destroy a drug factory. At Arkham Asylum, the Joker learns of new technology he wants to acquire and escapes it, landing him on a mission designed to break the Commissioner, forcing him to abandon his ideals as a police officer.
