With the occurrence of the constitutional revolution and the establishment of the new government, the history of Iran entered its threshold period and witnessed the simultaneous events of asynchronous affairs. This phenomenon, on the one hand, provided the foundations for the break, and on the other hand, provided the ground for the integration of the language and system of concepts of the old and new periods in the field of the concept of government. The fast rhythm of modern times poured new meanings of the state in the form of concepts and linguistic words of the slow time of the tradition and created a completely different meaning layer from the old meaning layers of the state. In the challenge and conflict between the two old and new concepts, the concept of the government inevitably suffered from ambiguity, crisis, and uncertainty; A crisis that was the foundation of other crises in contemporary history. Investigating this crisis and the semantic layering and the process of semantic and paradigmatic evolution of the concept of the state in the context of linguistic sources and also in the context of the social and political history of Iran's threshold period is the main focus of the present research. This research reveals that constitutionalism is not a created concept in the Iranian understanding, and its layers of meaning emerged in the Iranian mind and language several decades ago.
