The reason for the structural adjustment program, based on the explicit interpretations of the experts of the International Monetary Fund and the World Bank, was "resolving the external debt crisis". For 20 years, from 1980 to 1999, many countries of the world were forced to implement this program due to the emergency and all-around pressures of the world domination system.
